Jim is currently the Special Adviser for the Manhattan Borough President’s Office after serving as General Counsel and Land Use Director. For more than two decades, he worked with the New York City Council in multiple roles, including Deputy General Counsel. He also co-authored two articles on City Council/Mayoral powers and conflicts of interest in the budget process.

James also practiced law at the law firms of Simpson Thacher & Bartlett and Akin Gump Strauss Hauer & Feld. He received a JD from Harvard Law School in 1988 and a BA from Dartmouth College in 1985.
